The Telephone Code

This week’s cipher is based on the telephone keypad.  On the keypad the number 2 also stands for the letters A B C.  In this cipher, A = 21, B = 22, C = 23.  Following this pattern D = 31, E = 32 and so on.  One hint that someone may be using this cipher is that the second number never gets higher than 4.
