Reverse Transposition Cipher

In a reverse transposition cipher, the proverb is written backwards and then divided into groups of 3 or 4 letters.

To solve the cipher, write the proverb beginning at the end.

ALLP ROM ISES ARE EITH ERB ROKE NOR KEPT

Then try regrouping the letters.  It may help to write the cipher as one line.

Some words in the cipher may jump out at you: All or promises

Some words may jump out that aren’t part of the cipher:  the or nor.

You just keep working the words and letters until something makes sense.
